Requirements specifications for eu-LISA systems

eu-LISA – The European Union Agency for the Operational Management of Large-Scale IT Systems
in the Area of Freedom, Security and Justice

We have developed specifications for the requirements for the construction or maintenance of SIS,
VIS, EES, sBMS, ESP, CIR, MID supporting cooperation between the Schengen Member States.

One of the many challenges we faced was to provide the requirement specifications for a large number
of systems in a short time. As part of the documentation provided, we took into account the specificity
of the work and methods used by the client.

In order to ensure the highest quality of documentation, we built uniform, transparent standards, templates
and templates consisting of:

> common structure and uniform presentation,
> content of shared chapters,
> common glossaries of terms,
> common data models.

The implemented standardisation has reduced the time of production of each of the subsequent requirement
specifications containing, among others, the following:

> business cases of system use,
> system architecture,
> templates for project deliverables covering system design, implementation and maintenance,
> specification of the system communication interface.

Feasibility studies for eu-LISA

For the purposes of the strategic analysis, we have produced a number of reports and feasibility studies
on existing and future information systems supporting cooperation between the Schengen Member States.

As part of this work, we have carried out analyses of:

> comparative products available.

This work was carried out in a very short time. This was feasible due to our expert knowledge and experience
in the area of large scale European systems in layers:

> organisational,
> formal and legal;
> technical,
> commercial.

Quality assurance in the scope of building and maintaining eu-LISA systems

Quality assurance of system documentation in the environment when:

> the documentation covers thousands of pages,
> the documentation has low initial quality,
> individual documents have too many releases causing too many reviews,
> there is insufficient time for proper reviews,
> the number of comments made is very high,
> there is no tracking and handling of document interrelationships,
> the coordination of independent reviewers is insufficient.

We have constantly improved our working methods. For dozens of documents we have carried out:

> reviews and support in the acceptance of complex technical and project management documentation,
> technical solution analysis,
> business analysis.

As a result, together with the client, we have developed a standard “de facto” for maintenance and quality
control processes.

Support in the development of requirements for the Entry/Exit System

eu-LISA – The European Union Agency for the Operational Management of Large-Scale IT Systems
in the Area of Freedom, Security and Justice

Our task was to support the Contracting Authority and Contractor in developing requirements
for the central EES (Entry/Exit System).

Based on our expert knowledge of requirements management and regulations governing
the system, we built a requirements model which was accepted and implemented by the eu-LISA.

There was about 1500 requirements elicited and defined on the basis of tender specifications,
relevant regulations and relevant implementing acts.

We were responsible for advising on the elicitation, definition, structuring, prioritisation,
validation of requirements and their quality reviews.

The result was a complete definition of the requirements for the central EES system.

The standard we have developed was introduced as binding for future projects.
